The mistake this is meant to prevent

The usual failure isn't choosing wrong on capability — most shops can assemble framing. It's choosing on capability when the binding constraint is capacity. A maintenance team that could absolutely build this, but is already fully committed, will take four months to do three days of work, and the project quietly becomes a pile of extrusion behind the tool crib.

The second failure is buying turnkey for a simple bolt-together job because a date slipped. That's usually a 2–3× premium for work your own people could have done, and it sets an expensive precedent for the next project.
